SMART, Labor Allies Back U.S. Manufacturing Investment Plan

A group of unions, including the Sheet Metal, Air, Rail and Transportation Workers (SMART), the United Auto Workers, Teamsters, United Steelworkers, and others, is backing a new bill in Congress called the Build America Fund Act. Introduced by Rep. Chris Deluzio, D-Pa., in July, the bill would create a federal fund that invests directly in U.S. manufacturing, rather than just offering tax breaks or grants. The goal is to build up domestic production of materials, equipment, and components so the country relies less on foreign suppliers.

The fund, called the Manufacturing Sovereign Wealth Fund, could take ownership stakes in manufacturing projects, make loans, and share in any profits, with funding starting at $5 billion and potentially growing to $100 billion a year. Money would also support training workers for these plants. The bill is one piece of a larger three-part plan that also covers trade schools and apprenticeships, and competing with heavily polluting imports from other countries.

For homeowners, this is a proposal, not a law yet, and it would not change anything right away. If passed and successful, it could eventually mean a steadier, more domestic supply chain for heating and cooling equipment, appliances, and other materials used in home upgrades, potentially easing shortages or price swings down the road. But the bill targets manufacturers specifically, not homeowners or contractors, and how much of any benefit reaches everyday building projects would depend on how the fund is eventually run.
