DOE closes up to $3.26B loan to AEP Texas

July 9, 2026 · Utility Dive · Score: 23

The U.S. Department of Energy has closed a loan of up to $3.26 billion to a subsidiary of American Electric Power to upgrade and build electric transmission lines across Texas. The money will fund about 100 projects, including rebuilding or "reconductoring" (replacing wires on existing towers with higher-capacity lines) and building new lines, covering roughly 2,800 miles. DOE says the work is expected to save homes and businesses in the area about $685 million in electricity costs over the next 30 years.

The upgrades aim to double the capacity of existing transmission infrastructure to handle growing power demand in Texas, driven partly by data centers, manufacturing, and oil and gas operations in the Permian Basin. AEP Texas says it has agreements in place to support up to 41 gigawatts of potential new electricity demand through 2030.

If you live in AEP Texas's service area, this news is mainly about the grid you draw power from, not a program you sign up for. There is no rebate or direct action tied to this loan. It reflects a broader federal effort: AEP's Texas subsidiary is the fourth utility to get financing through the Trump administration's Energy Dominance Financing program, following loans to Southern Co. subsidiaries in Alabama and Georgia, Michigan's DTE Gas, and another AEP subsidiary covering Indiana, Michigan, Ohio, Oklahoma and West Virginia.
