Senate introduces landmark permitting bill as industry data and environmental groups clash over reforms

October 1, 2026 · PV Magazine USA · Score: 44

A bipartisan group of senators has introduced a bill called the American Affordability and Jobs Act of 2026, aimed at speeding up how the country approves power lines, power plants, and other energy projects. It would change federal rules under the National Environmental Policy Act, Clean Water Act, and Endangered Species Act, with the goal of cutting delays in building new electric transmission lines and connecting new power generation to the grid.

Supporters point to research showing permitting delays are already raising costs. A recent industry survey found that federal permitting problems touched nearly all clean energy projects that got delayed or canceled over the past year, adding millions of dollars to typical project costs and raising consumer power bills by as much as 5 percent. Backers of the bill, including grid analysts, argue that faster, more predictable permitting for transmission lines and solar and battery projects could lower electricity bills over time by making it easier to access cheaper power sources.

Not everyone agrees. Environmental law groups, including the Southern Environmental Law Center, say the bill would make it easier to fast-track oil, gas, and pipeline projects while weakening protections communities rely on to challenge harmful projects or protect local water supplies. They argue it would also limit the time communities have to contest permits in court and reduce the environmental data used to protect endangered species.

The bill now heads to committee, where lawmakers will debate how to balance faster grid buildout against environmental review and public input. For homeowners, the bill itself doesn't change anything yet, but if passed, it could eventually affect electricity prices and how new power infrastructure gets built near your area.
