Power Systems Have More Flexibility Plans Than Flexible Grids

A new comparison of 25 electrical grids around the world, from Texas to Australia to parts of China and India, looked at how well power systems handle "flexibility" — the ability to balance supply and demand as more wind, solar, and batteries come online. The finding: grids are much better at planning for flexibility than actually delivering it. Regulators and grid operators are good at identifying problems, setting up markets, and running auctions for new battery or storage projects. But turning those plans into equipment that's actually built, connected, and working reliably is where systems fall short.

The report uses two examples to make the point. Norway gets 95% of its power from renewable sources, mostly hydro, and manages this well through reservoirs and trading with neighbors like Sweden — without much battery storage at all. California, by contrast, built an enormous amount of battery storage, growing from about 500 megawatts in 2019 to over 13,300 megawatts in 2024, yet still wasted large amounts of wind and solar power and faced big swings in electricity demand in 2025. More batteries alone didn't solve its grid problems.

For homeowners, this is background context rather than something requiring action. It doesn't point to a specific program or rebate. But it's a reminder that announcements about new grid batteries or clean energy projects in your state or utility area don't necessarily mean those systems are up and running yet — there's often a long gap between an announced project and one that's actually built and working.
