Nashville Has Begun Regulating Data Centers. Now the Energy Conversation Must Catch Up.
Nashville's Metro Council has passed new rules for data centers, the huge, power-hungry computing facilities driving the AI and cryptocurrency boom. The rules require these facilities to use closed-loop cooling, meet noise limits, get at least 15% of their power from renewable sources, and mostly avoid running onsite backup generators. A temporary pause on new permits gives the council time to tighten the rules further before developers start applying.
The bigger issue is where all the electricity for these facilities will come from. The Tennessee Valley Authority, which supplies power across Nashville and much of the region, has received requests for 11,000 megawatts of new demand from AI and data center projects, nearly a third of its whole system. To keep up, TVA is building new methane gas plants and has delayed the retirement of aging coal plants in Kingston and Cumberland, Tennessee, that were flagged years ago for reliability and cost problems. Critics say Nashville's new ordinance has gaps: no cap on backup generators, and no requirement that a data center prove the grid can actually serve it before it's allowed to switch on, a problem that already happened at a data center in Memphis.
None of this requires anything of homeowners directly, but it matters for anyone in TVA's service area. More gas plants, longer-running coal plants, and new transmission lines to serve data centers can affect regional electricity costs and infrastructure for years, regardless of whether all the planned data centers ever get built.
