Missouri utility solar project will occupy former strip mine land

October 6, 2026 · Solar Power World · Score: 16

Clearway Energy Group has broken ground on a large solar farm in northwestern Bates County, Missouri, built on former strip-mined land. The Swan Energy Center will generate 650 megawatts of electricity, enough to power about 200,000 homes, under a 20-year agreement to sell its power. Construction is expected to employ up to 500 workers at its busiest, with some long-term technician jobs once the site opens. The project should start running in 2028.

For homeowners in the area, this is mainly a local economic and land-use story rather than something that changes your own electric bill or rebate options directly. Clearway has agreed to pay Bates County more than $80 million over 30 years in lieu of property taxes, money meant to support schools and county services. The company is also giving $1 million this year for emergency equipment, $288,000 a year for a decade to help local townships maintain roads and bridges, and $200,000 to the towns of Amoret and Amsterdam for public safety upgrades.

The site will use American-made solar panels and keep native grasses and wildflowers in place to support pollinators like monarch butterflies, while also helping the soil drain and recover from its mining history. If you live in Bates County, this project could mean steadier local funding and some construction-related activity nearby, but it does not come with a direct program or rebate for individual homeowners.
