Ireland’s Heat Study Adds More Evidence Against The Fabric First Trap

October 4, 2026 · CleanTechnica · Score: 42

A long-running debate about home energy upgrades is "fabric first" — the idea that you should finish insulation and draught-proofing (sealing gaps that let warm air escape) before replacing an old oil or gas boiler with a heat pump. A new look at Ireland's National Heat Study, which modeled heat use across more than 680 building types, adds weight to the argument that this shouldn't be a strict rule. The study found that cheap, less disruptive fixes pay for themselves fairly quickly, while expensive fabric work often doesn't. For a detached oil-heated house, modeling found draught-proofing paid back in seven years, cavity-wall insulation in nine, and roof insulation in fourteen. But solid-wall insulation took 28 years, upgrading to high-efficiency windows took 40, and floor insulation took 229 years under the study's assumptions.

The takeaway isn't that insulation is pointless — cheaper fixes were still recommended for most homes in the study, and better fabric can improve comfort, cut heating bills, and let you install a smaller, less costly heat pump. The point is that homeowners with an aging fossil-fuel boiler don't necessarily need to complete a full, expensive renovation before switching to a heat pump. Other research, including a U.S. weatherization program study and a Welsh retrofit program, likewise found that real-world savings from insulation don't always match projections, further undercutting any flat rule.

Ireland's energy agency has already started adjusting policy to reflect this: in July 2026 it dropped a fixed insulation requirement for heat-pump grants under some of its programs, though other Irish grant schemes still require meeting an insulation standard first. If you're in a country with similar rebate rules, it may be worth checking whether your program still forces fabric work ahead of heating upgrades, or has loosened that requirement.
