That's a more heavily insulated wall than a typical house, aimed at very tight, comfortable, energy-efficient construction. The windows chosen are triple-pane models for extra insulation value and sound control, with glass suited to salt-air, storm-exposed locations.
For a homeowner, the practical point is less about copying this exact wall assembly and more about the reasoning: in a standard vinyl-siding installation, which covers most homes, this style of window and its flashing details are the normal approach, and doing it right protects the house from water damage and drafts for decades.
