FERC approves SPP ‘topology optimization’ plan for cutting grid congestion

August 20, 2026 · Utility Dive · Score: 30

Federal regulators approved a plan letting the Southwest Power Pool, the grid operator covering all or parts of 17 states from north Texas to North Dakota, use a technique called "topology optimization" to ease congestion on the power grid. Instead of the usual fix, which involves ramping power plants up or down at extra cost, this method reroutes electricity by opening or closing circuit breakers to change how power flows across transmission lines. A study found this could eliminate most of the grid limit violations examined and save $18 million to $44 million a year in congestion costs.

This is grid-management news, not a home upgrade program, but it matters for your electric bill if you live in SPP territory. Grid congestion costs get passed along to customers, and SPP's have averaged $1.6 billion a year over the past three years. The grid operator also curtailed an average of 1,382 megawatts of wind and solar power in 2025 because of these bottlenecks. A similar approach used by the Midcontinent Independent System Operator, a neighboring grid covering parts of the Midwest and South, has already saved $95 million this year.

Two federal commissioners are pushing other grid operators nationwide to adopt the same approach, and Texas's grid operator, ERCOT, plans to roll out its own version early next year. If more regions follow, the change points toward lower wholesale power costs and better use of wind and solar generation over time, though the direct effect on any individual home's bill isn't detailed here.
