Europe Can Unlock 25 GW of Clean Power by Using Existing Grid Connections

A new report from the energy think tank Ember finds that Europe could add 25 gigawatts of wind and solar power without building any new grid connections, by pairing these projects with existing hydropower plants. The approach, called hybridization, combines two or more power sources, like hydropower and solar, at the same grid connection point, since hydropower plants typically use only part of their available grid capacity during the day. Adding wind or solar at those same connection points can roughly double how much of that capacity gets used, without exceeding existing export limits.

The report looked at seven countries with major hydropower resources: Austria, Bulgaria, France, Italy, Portugal, Romania, and Spain. It found that hybridization could deliver 18% of the new renewable power these countries expect to add by 2030, without requiring any additional grid buildout. Right now, only Portugal and Spain have specific rules in place for hybrid projects, while the other five countries lack a clear regulatory framework for them.

This story is about European grid policy, not something that changes what's available to homeowners directly. But it points to a broader trend worth knowing about: as grid capacity becomes a bottleneck for adding clean power, using existing connections more efficiently is becoming a bigger part of how utilities and regulators plan to speed up the shift to renewables. If more clean power comes online faster and cheaper this way, it could eventually show up as steadier or lower-cost electricity, though the report does not spell out timing or effects on consumer bills.
